Notes:
The portal is a data structure that shows the project's composition in terms of it's SCALPED lists.  
The portal is partly a web page that allows the team to access the structure and gives them a chance to comment on any of the elements by using a simple text box and submit button. 
The portal is also a collection of Open Documents that allow the team to access the structure in 'chart form' and gives them a chance to comment on any of the elements by using an e-mail link. 
If anyone in the project wants to submit anonymous comments, they can do so via 'General Comment' feature on the web site.
